Actually, Google wont do shit regarding this, how they mean is having endless pages with the same content, ie

"loafing.co.uk site copied to;
asite.co.uk
anothersite.co.uk
yetanothersite.co.uk
andyetanothersite.co.uk
omganothersitetospamgoogle.co.uk
hahahahaiowntop8ongoogle.co.uk"

And you can still do that and get around it.

What's more important is to ensure your site doesn't look like or advertise as just a plain "Adsense Template" or just purely there to earn money.

Though also if you duplicate your index.html and have it as *keyword*.html and have the same content then it will start to click on, although if your doing that, your content should always generally be relevant to the keywords anyway!</description>
